District IX – Mountain Plains

District IX is composed of an area of mountains interspersed with alluvial plains of adobe, sand, and caliche soils, with an arid to semi-arid climate.  It is bounded on the south by the Rio Grande River and Mexico, on the east by District I and VIII, and on the north and west by the State of New Mexico.

District IX includes 6 counties
Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, Presidio.
